The country has no legislative framework covering environmental services.
Current attempts to grant carbon concessions are occurring in a policy vacuum. The only indication of a Government plan to set up a system for regulating environmental services is the establishment of the National Climate Change Secretariat (NCCS). The NCCS has however not initiated any policy discussion on legislation for environmental services covering water, carbon and biodiversity related to forests.
