Environmental services

Are citizens informed about permits for environmental services? Do the public know about any permits for water or carbon storage, biodiversity conservation, or other services provided by forests?

Environmental services include payments for biodiversity conservation, carbon sequestration, water and watershed protection and landscape beauty. None of these permits exists in the forest or environmental law. But, with current debates on Payments for Environmental Services (PES), forthcoming forest law should include such services. However, there are private initiatives of carbon storage within the frame of Clean Development Mechanisms (CDM) and REDD. The company HYSACAM has a project of capturing methane emitted in its garbage dumping site of Nkolfoulou, CED is piloting a project of Carbone sequestration in community forests around Lomie (Nomedjoh, Koleyeng...), The local NGO CWCS has a project on improved dry fish stoves in Mouanko area...

Is information on locations of environmental services permits given to the public?

The law does not foresee permits for environmental services. There is information about some sites with interest for environmental services, including sites for proposed conservation concessions, Mbamboutos mountains for water protection, Ngoyla-Mintom.... Read more...

Is there a stakeholder consultation process on environmental services locations?

So far, initiatives for environmental services are nascent and it is believed that consultations and participations will be sought especially in REDD projects where the concept of free and prior consent is gaining momentum. Read more...

Is information on the quality / quantity of environmental services made public?

None of the environmental services has been recognised by the national juridical instruments. However, initiatives aiming at putting in place payment mechanisms for environmental services are taken by national and international private entities within the framework of international agreements.
